Yes, You need to attend 2 days class either in English, Bahasa Malaysia or Mandarin.

Public Mutual New UTC Requirement
1) 2 copies of IC
2) 4 color passport size photos (blue background)
3) Photocopy of any preferred Bank Acct Please sign NIF/SA/PMO for PeCDF (e cash deposit fund)
4) Photocopy of your SPM/Diploma/ Degree cert (No transcripts allowed) if SPM must hv minimum 3 credits in any subjects
5) Fee - RM 270 RM 265 bank in to Public Mutual Acct number (3146616906) at any Public Bank or online transaction and bring the transaction slip. RM 5 for commissioner of oath fee.
6) Register for BUILD and UUTB Class - FOC
